Speaker of the House of Keys’, Steve Rodan, announced to Members, at the close of today’s Keys’ ‘Question Time’ (Tuesdays 24th June 2008), that the refusal by the Health Minister to provide an answer to the written question, from North Douglas MHK, Bill Henderson, would be investigated for a breach of Standing Orders.

Mr Rodan said that Mr Teare was entitled to decline to answer a Question, however, it appeared he was in breach of Standing Order 3.10 (2), which requires the person, declining to answer a question, a 24 hour deadline, prior to the sitting, to provide reasons for the refusal. Apparently Mr Teare, who appeared a bit perplexed, did not do so.

The Speaker said he intended to give Mr Teare an opportunity to provide reasons for the refusal and would report to the Keys at the next sitting of Tynwald.

Mr Henderson interjected that he could see no reason for the refusal to provide an answer, as he claimed they have the information he seeks; but Mr Rodan ruled that he would not allow any questioning of his decision.
