During the interview, which covered a wide range of topics, Mr Proffitt suggested that an initial, and expensive, PKF report into the affair had accounted for all the expenditure by the MEA and concluded it had been well spent, the quality of the work, by contractors, was good; and the only real negative aspect of their findings was the poor relationship between certain senior ‘management’ figures.

This whole farce is taking far too long to establish basic facts. Mike Proffitt is an astute buisnessman, I would be very surprised if he did not have approval to borrow funds, I suspect that the breakdown in communication is more likely to be in Government/civil service & was not properly understood at the highest level.
Having said that Mr proffitt did obtain said funds from a bank that he also resided on as a non-exec director at some point, which is somewhat of a conflict of interests to say the least.
There is certainly some clarity needed
