										<description>This whole farce is taking far too long to establish basic facts. Mike Proffitt is an astute buisnessman, I would be very surprised if he did not have approval to borrow funds, I suspect that the breakdown in communication is more likely to be in Government/civil service &amp;amp; was not properly understood at the highest level.&lt;br /&gt;
Having said that Mr proffitt did obtain said funds from a bank that he also resided on as a non-exec director at some point, which is somewhat of a conflict of interests to say the least.&lt;br /&gt;
There is certainly some clarity needed&lt;br /&gt;
